Add REST API endpoint for domain spam score assessment

To help with spam fighting efforts, the PassiveDNS data can be consulted on domain history and behavioural characteristics. The solution used for spam scoring in our e-mail infrastructure is SpamAssasin. Based on it’s capabilities and the requirements put on PassiveDNS, a dedicated REST API endpoint seems like the best solution.
