Fix: Fixed the output on web interface in case there are too many sources/targets/ports in the IDEA message.

It was possible for the IDEA message to contain even hundreds of thousands of IP addresses or ports in in source/target subkeys. In this case the event search and show views were rendered unusable. It could take minutes to render the result page and the display was cluttered and unusable. This patch should fix that. (Redmine issue: #4261)

It was impossible to store the 'state' attribute of user, group and filter objects into PostgreSQL database, because it was not correctly converted to boolean and SQLAlchemy failed to generate proper SQL command.

Instead of appending build number to version string only for development suite packages, the buildnumber will now not be appended only to production level packages and will be present in any other cases. (Redmine issue: #3387)

On some versions of PostgreSQL the mogrify method returns differently formatted strings (extra space in after comma in lists). This needed to be fixed. (Redmine issue: #1017)

It is up to the developer to ensure that pybabel binary points to correct version of babel. (Redmine issue: #3387)
