mentat-netmngr.py should not report inactive groups

    mentat-netmngr.py reports groups it cannot find in Negistry, but it considers even explicitly inactive groups. As deactivation is currently the only mechanism to keep old reports without breaking referential integrity, the script should consider inactive groups as deleted.
